While this has been true for the previous game, Modern Warfare 2 had a stricter stance on cheating thereby adding 'svcheats' may well crash the game on startup and even deletes the config file afterwards. Main issue is the lack of vanilla lobbies and possible ping (it's region based). IW4x is an open source project that allows you to set up your own dedicated servers with modifications for Modern Warfare 2 on top of a decentralized network.
